FOLLOWING President Hakainde Hichilema’s decision to reshuffle his government at Permanent Secretary level, governance activist Rueben Lifuka observed that changes are also needed at Ministerial level. On Friday, President Hichilema fired former inspector general of police Lemmy Kajoba and appointed Graphel Musamba in his place. The President also terminated the contracts of four Permanent Secretaries. Mr Lifuka pointed out that this is a progressive move, but wondered why it was not being extended to ministers. The Transparency International vice-president said some of the ministers had expended their energy and deserve to be removed for underperformance.
