IN the past few days, some UPND sympathisers have been calling for a proposed constitutional amendment to increase the tenure of office for President from five to seven years. These advocates of the presidential term limit extension are arguing that the current 5-year cycle is not enough for a party in power to implement long-term policies and projects, as progress is interrupted by frequent elections. The UPND leadership at the secretariat, on the other hand, is supporting these calls, saying citizens who want such a constitutional amendment should be allowed to express themselves.
