GOVERNANCE Activist Rueben Lifuka says he understands that democracy is expensive but argues that the country’s scarce resources should not be wasted on politically induced by-elections. And Lifuka says the UPND government has remained ambivalent on constitutional reforms considering that there is no direction on when and how the reforms will be taken.
