IN the three years since the UPND came into power, we have witnessed what we would like to call an endless parade of grand declarations of economic reform. Initiatives such as the Public Service Change Management (PSCM), the Public Private Sector Dialogue Forum (PPDF), and the Presidential Delivery Unit (PDU) have been touted as ground-breaking measures to streamline government operations and to invigorate our economy. Yet, despite these lofty pronouncements, the tangible benefits on the ground have been few and far between – especially for local businesses struggling under an ever-thickening regulatory burden. The PSCM initiative, heralded as a catalyst for change, appears to have devolved into little more than a bureaucratic exercise. Promised reforms remain mired in endless meetings...
