SMALL and Medium Enterprise Development Minister Elias Mubanga says only 10,000 out of the 46,000 SMEs that accessed empowerment loans are paying them back. And Mubanga has dismissed allegations that those defaulting are UPND cadres, insisting that the loans are accessible to anyone with an entrepreneurial mind regardless of political affiliation.
