ECONOMIST Lubinda Haabazoka says nature is caning Zambia for failing to plan for unforeseen circumstances such as the drought that has hit the country this farming season. On Friday, Finance and National Planning Minster Dr Situmbeko Musokotwane said the government intended to adjust the 2024 national budget to enable the financing of vulnerable households as a drought response measure.
