HOUSING and Infrastructure Development Minister Vincent Mwale says UPND leader Hakainde Hichilema should learn to engage relevant stakeholders before commenting on road infrastructure projects, which he is not competent on. Mwale complained in a statement that government had taken great exception to the video that went viral of Hichilema inspecting Lumumba Road in Lusaka where he alleged that government spent US $1.2 billion on the ongoing road rehabilitation works.
