CIVIL Servants and Allied Workers Union of Zambia (CSAWUZ) president Davy Chiyobe says reintroducing the debt swap scheme in its initial concept will be easier, in that civil servants owed by government can be given land as a form of liquidating the debt. Secretary to the Treasury Felix Nkulukusa recently said it would be up to civil servants to ask government to reintroduce the debt swap, but if it was up to him, he would not recommend it because of its implications.
