KABOMPO UPND member of parliament Ambrose Lufuma says government has actually not decentralised the utilisation of the Constituency Development Fund (CDF) because control is still in Lusaka. In an interview, Lufuma, who is also Defence Minister, said the process of allowing the Ministry of Local Government and Rural Development to approve CDF projects in Lusaka would delay the implementation of projects. “The problem that is there is not the reluctance by the constituency to utilise funds.
