JUSTICE Minister Mulambo Haimbe says Director of Public Prosecutions Lilian Siyunyi is deliberately trying to delay proceedings before the Judicial Complaints Commission. And Haimbe says former justice minister Given Lubinda’s understanding of legal matters is lacking, which is why there were some weird things happening under his watch.
