POLICE have arrested and charged former Northern Province permanent secretary Charles Sipanje on an unspecified charge. Confirming the development, Monday, PF presidential aspirant Emmanuel Mwamba, who wasn’t sure about the charge, said Sipanje was detained at Kabwata Police Station waiting to be transported to Kasama. “He’s been detained at Kabwata Police Station since afternoon.
