PRESIDENT Hakainde Hichilema is today expected to commission the distribution CDF Project monitoring motor vehicles to 70 local authorities. But Patriotic Front vice-president Given Lubinda has described the handover ceremony as an act of recklessness and irresponsibility by the UPND.
