POLICE in Kitwe have recorded a warn and caution statement from Nkana Independent member of parliament Binwell Mpundu. And Mpundu says this is in connection with a matter in which some youths in his constituency were arrested for alleged theft and criminal trespass following their actions of digging up scrap metals in an area belonging to KCM.
