SOCIALIST Party Spokesperson Frank Bwalya says government lacks policy direction in the agriculture and mining sectors. Bwalya says government’s decision to abstain from buying soya beans, a decision which was later overturned, and its failure to resolve issues at KCM and Mopani were signs that the current administration was poor at planning.
