THE Zambia Public Procurement Authority (ZPPA) has asked the Lusaka High Court not to grant four suppliers permission to challenge government’s decision to terminate the fertiliser tender after being recognised as the Best Evaluated Bidders. The Authority argues that its decision to direct the Ministry of Agriculture to terminate the tender was not illegal, irrational or procedurally improper. This is the matter in which four suppliers have dragged ZPPA and the Ministry of Agriculture to court over the government’s decision to terminate the fertiliser tender after being recognised as the Best Evaluated Bidders.
