THE Zambia Congress of Trade Unions (ZCTU) has welcomed the 10.9 percent salary increment for civil servants, saying it trusts that all concerns, including the cost of living, were considered before the final decision. But the National Action for Quality Education in Zambia (NAQEZ) has argued that a number of critical issues affecting teachers were not addressed and resolved by government and unions during the just-ended bargaining process.
