SOCIALIST Party National Youth Chairperson Kelvin Kaunda says President Hakainde Hichilema should take the blame for his ministers’ conduct, as their captain. Recently, former secretary to cabinet Lesley Mbula said the President could not be blamed for the conduct of his ministers during Cabinet meetings, following President Hichilema’s complaint that he was tired of advising his Cabinet Ministers to stop overindulging in alcohol.
