      Don’t arrest innocent people, investigate before taking a case to court – HH

      PRESIDENT Hakainde Hichilema says law enforcement agencies must not arrest anyone if they know a case cannot succeed in court. And Anti-Corruption Commission (ACC) Board Chairperson Musa Mwenye says the fight against corruption is not about party colours or tribe, adding that the Commission intends to win the war against the vice. Meanwhile, ACC Director General Gilbert Phiri says the Commission will undergo self-introspection, promising that going forward, people will see a rejuvenated institution. Speaking during a swearing-in ceremony, Monday, President Hichilema urged law enforcement agencies to ensure that the cases were investigated professionally in order for them to succeed.......

      PRESIDENT Hakainde Hichilema has sworn in new office bearers at the Anti-Corruption Commission. Lusaka lawyer Gilbert Phiri takes the mantle to lead directors and investigators at management level while former Attorney General Musa Mwenye State Counsel will preside as board chairman for the commission. This is the first time in many years that the Anti-Corruption Commission has both a substantive Director General and Board Chairman. It would appear that the previous administration did not see the importance of putting substantive people in these positions. At the moment, public confidence around the fight against corruption is very low. Many Zambians don’t think that the Anti-Corruption Commission has teeth to bite. This is because in the past the Commission has targeted the weak and vulnerable, leaving wrong doers who wield political and financial power. In the past, the institution has made some questionable decisions and some alarming statements which have gone further to erode public confidence. Zambians will remember that the ACC once announced that they were investigating a case where a ward councillor had bought a bank, a statement which the institution has not been able to substantiate. Zambians will also remember how the Anti-Corruption Commission handled the Faith Musonda Case, the 49 houses and many others. People have not forgotten how the Anti-Corruption Commission remained timid and failed to pin down culprits in the Honeybee, the ambulance case, and the fire tender saga despite overwhelming evidence, just because the culprits were either in government or had too much money to be touched.
