MINISTER of Energy Peter Kapala has been accused of wasting time in the National Assembly after failing to provide answers on a statement he delivered yesterday regarding transportation of petroleum products in Zambia. Rendering a ministerial statement following a point of order from Chama North PF member of parliament Yotam Mtayachalo, Kapala informed the National Assembly that government had issued a Statutory Instrument compelling importers and exporters of goods to favour local transporters. However, when asked follow-up questions regarding the enforcement of the SI, Kapala said the Ministry of Small and Medium Enterprise was better placed to give the Mps a response.
