RTSA acting Head of Public Relations Mukela Mangolwa has advised motorists to ignore messages on fines for abrogating traffic rules because speed cameras are still being tested. And Mangolwa has disclosed that only four motor vehicles, out of the 38 which were impounded in Lusaka about a week ago for being operated as unregistered vessels over the 14 days stipulated period, have been registered.
