UK-based Zambian engineer Professor Clive Chirwa says the administration of road tolls in Zambia is not in accordance with the Constitution and the UN Charter, which provides that toll gates are to be designed on parallel to standard roads. And Prof Chirwa says economic roads should not be done under the Public-Private Partnership (PPP) model.
