LUSAKA Chief Resident Magistrate Davies Chibwili yesterday failed to deliver a ruling on the bail application of Lumezi Independent Member of Parliament Munir Zulu citing lack of power and water at the court complex. Magistrate Chibwili adjourned the matter to today saying all accused persons under police custody could not be taken to court yesterday because there was no electricity or water at the court complex.
