THE State has told the Lusaka Magistrates’ Court that it failed to file documents in a matter in which former defence permanent secretary Stardy Mwale and five others are charged with willful failure to comply with the law in relation to the procurement of the Gulfstream jet, due to load-shedding. In this matter, Mwale is jointly charged with Isabel Chinji, Micheal Mbewe, Evaristo Sakala, Frank Sinyangwe and Dr John Phiri. When the matter came up for a status conference before Magistrate Davies Chibwili, Monday, State Prosecutor Sylvia Mutanshya told the Court that the State had not filed the documents as they were voluminous and couldn’t photocopy them due to power cuts. “We have an application to make, to seek the...
