THE Auditor General’s report on the audit of the CDF has revealed that Kalabo Town Council failed to provide application forms for 180 clubs that benefited from empowerment grants totalling K2, 497,226. The report further revealed that 23 clubs from 10 wards were paid amounts totalling K284,655, with no evidence of approval of the clubs from the Minister of Local Government and Rural Development. “Section 73 (1) (a) of the Public Finance Management Act No. 1 of 2018 requires that the Auditor General should have access to all the books, records, returns, reports, other documents and financial management systems in electronic or any other form.
