PRESIDENT Hakainde Hichilema is beaming with excitement over the completion of an investment deal and handover of Mopani Copper Mines PLC to International Resources Holding RSC Limited (IRH), saying the development has not happened by chance, but by his government’s well-orchestrated plan.
