THIS week we have been writing about the National Pension Scheme Authority (NAPSA) saga that has become a glaring testament to the deep-rooted corruption and mismanagement that plagues our public institutions. Yet, what is perhaps even more disturbing is the stark laxity exhibited by our law enforcement agencies in addressing these irregularities. The Auditor General’s report on NAPSA’s investment in Marcopolo Tiles and other subsequent scandals has laid bare a series of questionable transactions that have cost the Zambian public billions of kwacha. Despite this overwhelming evidence, not a single person; no manager, no official, not even one low-level employee; has been arrested or rigorously interrogated for their role in this debacle.
