CONTINUING our thoughts around the smuggling of dollars, we wish to add a concern that there seems to be little or no due diligence done on our investors. What we must avoid, as a country, is becoming a donor in disguise, where we essentially subsidise foreign fortunes by letting investors extract wealth, convert it into dollars, and fly it back home or into offshore accounts. That is not development, it is economic colonisation by stealth. This is why there must be urgent reform in policy, enforcement, and political attitude.
