UPND Deputy Spokesperson Elvis Nkandu has congratulated the Harry Kalaba-led Citizens First and Peter Chanda-led National Congress Party on their by-election wins in Lupososhi and Mpulungu. But PF faction Secretary General Raphael Nakacinda says the UPND government has been rejected in the two districts.
