ONCE again, we would like to say that the Constituency Development Fund (CDF) under the UPND government has undoubtedly changed the face of local development in Zambia. When President Hakainde Hichilema promised to increase allocations year-on-year, many critics doubted the feasibility of such a bold undertaking. Yet, the record speaks for itself. From K1.6 million during the previous administration, the CDF allocation was raised to K25.7 million in the first UPND budget, then to K28.3 million, later to K36.1 million, and now sits at K40 million in the 2026 national budget. The President has even projected a rise to K57 million per constituency in the near future. In terms of keeping campaign promises, this is as clear-cut as it gets....
