PAYROLL Management and Establishment Control (PMEC) Director Mwangala Simunyeu has attributed the placement of 205 officers below 18 years on the payroll to human error. Simunyeu explains that management was overwhelmed due to the limited time allocated to place the newly recruited 30,000 teachers and 11,000 health workers on the payroll.
