AN arresting officer has told the Lusaka Magistrates’ Court that former president Edgar Lungu’s alleged proxy Emmanuel Mugala owns more than 10 properties, among them the Two Sisters Complex in Kamwala South, comprising 18 shops. Mulenga Mulenga, an investigations officer at ACC further narrated to the court how a construction company, Pittscon Zambia Limited, in which Mugala is a director and shareholder, was awarded four different contracts by the Ministry of Local Government for the rehabilitation and maintenance of selected feeder roads in Central Province between 2018 and 2021.
