A POLICE officer has testified that he charged and arrested governance activist Brebnar Changala after determining that his statements relating to Jay Jay’s abduction were seditious in nature and incited dissatisfaction against government. Malumbe Moono, 30, was testifying in a matter in which Changala is charged with sedition.
