FORMER vice-president Enoch Kavindele says during his time in office, government never spent money on anything that was not outlined in the national budget. And Kavindele who also served government as minister of Commerce says second republican president Fredrick Chiluba made some good and bad decisions, some of which were still affecting the economy today.
