THE Road Development Agency (RDA) has selected entities to bid for the construction of the Lusaka Ndola Dual carriageway, among them companies owned by friends of the ruling UPND. According to a “Notice of Shortlist” dated June 15, 2022 and signed by RDA acting director for procurement Eng. Chilufya Mwenya, Graduare Property Development Limited, a company owned by Italian businessman Diego Casili, an associate of the UPND top leadership, is among the entities selected along with Velos Enterprises Limited of South Africa and AVIC International Project Engineering Company of China.
