FORMER Western Province Minister Richard Kapita says it’s difficult to find an independent individual to run state institutions like ECZ because most times, people tend to have allegiance to the appointing authority. And Kapita says he is enjoying his peace, having taken a sabbatical leave from politics. In an interview, Kapita said most people tend to have allegiance to the appointing authority, as such, their independence was compromised. “What people need in ECZ is total independence of the body.
