THE Zambian Civil Liberties Union has lodged a complaint with Chief Justice Mumba Malila against Energy Minister Peter Kapala for alleged abuse of office and his powers. This is in relation to the fuel supply tenders awarded to Agrofuel Investments Limited, Devon Oil Zambia Limited and Transworld Petroleum Limited. The organisation has asked the Chief Justice to appoint a Tribunal to investigate the matter, alleging that Kapala has breached the Parliamentary and Ministerial Code of Conduct Act by assisting companies to acquire pecuniary advantage in the supply of low-sulphur diesel by using information not available to the public.
