THE Drug Enforcement Commission (DEC) has expressed concern over the surge in hard drug cases within communities, including rural areas. Meanwhile, the commission has arrested several persons in Southern, North Western, Luapula and Lusaka Provinces for trafficking in narcotic substances and suspected loose cannabis.
