DEFENCE Minister Ambrose Lufuma says his ministry has prevented 80 percent of the local mealie meal from being smuggled out of the country. And Lufuma says the ministry is in liaison with key stakeholders on modalities and crafting a legal framework to actualise the directive of the re-introduction of the school leavers training programme.
