THE Committee on Local Government Accounts has heard that Luanshya Municipal Council failed to implement any constituency development projects in Luanshya Central and Roan constituencies in 2023. And the Committee has heard that the local authority did not implement the 22 projects in both constituencies due to failed procurement processes. Meanwhile, Luanshya Town Clerk Sombo Kawilila says the local authority could not implement any works in 2023 because there were no responsive bidders.
