WHEN faced with difficulties, it is misguided to assume that changing government is the most effective solution, says UPND National Youth Chairman Gilbert Liswaniso. In a Facebook post, Liswaniso stated that research had shown that frequent changes of government often yield similar results, and that the most viable solution to any problem was to cultivate endurance and responsibility, complemented by a paradigm shift.
