AN interesting observation was made in our Sunday Life publication in which the Council Chairperson for Milengi District was complaining about the conduct of some members of parliament in the area. According to Clement Mwila, the CDF decentralisation policy is problematic because it has given too much power to council staff, and isolated the council chairman in the process. He complains that the junior staff report directly to the full council meeting, thereby downplaying his authority. He further laments that the MPs don’t give him access to the CDF vehicle for project monitoring.
