THE Inspector General of Zambia Police, Graphel Musamba says “citizens do not understand that freedom of expression has limits and that Zambia’s democracy was in its nascent state that is just emerging from doldrums of democracy”. He says his police officers are on alert because democracy seems to be opening up chapters of libel and character assassinations. This is an unremarkable statement, and we can add that the response from the Inspector General to the British High Commissioner, is not only inadequate but also dangerously misguided.
