POLICE Spokesperson Godfrey Chilabi says the Zambia Police Service, through the Inspector General, is putting in place measures to ensure that police act within the law. On Monday, President Hakainde Hichilema told the police to only make arrests in cases where they were convinced that a crime had been committed, emphasising that they must investigate before making arrests.
