FORMER Finance Minister Ng’andu Magande says Zambia’s reclassification of income status by the World Bank could mean that perhaps the country has been reduced to a beggar. But Movement for Multiparty Democracy MMD president Never Mumba says the re-classification of Zambia as a low income country from lower middle income could be a useful springboard.
