WHILE government is optimistic that debt restructuring will be concluded in the first quarter of the year, economist Trevor Hambayi thinks the chances of success in that period are low. Finance and National Planning Minister Dr Situmbeko Musokotwane told the media that government was optimistic of concluding debt negotiations in the first quarter of 2023.
