MINISTRY of Local Government Permanent Secretary for Technical Services Nicholas Phiri says over K400 million has been disbursed to the Ministry for the 2023 Constituency Development Funds (CDF). And Phiri says the Ministry is working on a framework to penalise local authorities who fail to implement government policies.
