LUSAKA Chief Resident Magistrate Davies Chibwili has denied former Lumezi Independent MP Munir Zulu bail pending his appeal of a 12-month sentence. Earlier this month, Magistrate Chibwili sentenced Zulu to 12 months’ imprisonment with hard labour in a libel case. Zulu was accused of making defamatory remarks against Finance Minister Situmbeko Musokotwane, Infrastructure Minister Charles Milupi and RDA Board Chairperson Mulchand Kuntawala. Dissatisfied with the conviction, Zulu appealed to the High Court and applied for bail pending the appeal hearing and determination. When the matter came up for a ruling yesterday, Magistrate Chibwili said the presumption of innocence does not apply to a convict unless and until their conviction is set aside.
