PUBLIC Service Management Division Permanent Secretary Boniface Chimbwali says there is nothing illegal about the debt swap initiative, and that it doesn’t require to be taken to Parliament for approval. And Chimbwali has called on other employers to emulate government by implementing the debt swap for their employees.
