LOCAL Government and Rural Development Minister Gary Nkombo has apologised and retracted a circular in which he indicated that Decotex Paints Limited would offer a 20 percent discount on exterior paints, as a way of ensuring that all business owners in the CBD painted their shops. Nkombo says it was a “terrible” error on his part to mention Decotex Paints, explaining that the company had offered to partner with his ministry in an effort to beautify the town and they, therefore, offered the discounted prices.
