LUSAKA Mayor Chilando Chitangala has lamented that Lusaka City Council (LCC) lacks a good management team as issues of failure to pay workers are addressed every day yet recommendations are not implemented. And Local Government and Rural Development Permanent Secretary for Technical Services Nicholas Phiri says the council’s failure to pay its workers is largely a management issue, adding that the ministry only offers policy guidance and supervision.
